10/11/19: Intravaia was retained by a group of Sammamish parents to conduct an external review, consultation and complete investigative report pertaining to recent overdose deaths and overdoses occurring involving Skyline High School students. The parents have requested our recommendations be made public:
Parents should not rely on law enforcement or the school district to protect their children. This is the parent’s responsibility. Law enforcement and school districts are generally reactive, not proactive. Parents should be constantly proactive.
Determine if children are utilizing Snapchat and are in communication with anyone. View child’s Snaps with SnapChat friends.
Purchase NARCAN® from a pharmacy, such as QFC, Walgreens and Rite-Aid. Not only is it good to have this for a parent’s child, but if a friend of the child is visiting their home or at an event. A two-pack kit is approximately $130.00 but is covered by medical insurance with a prescription from a doctor. Keep one NARCAN® kit in your vehicle and one in the residence. Make sure everyone knows where to find them in an emergency. YouTube has many videos on how to administer NARCAN® nasal spray: https://youtu.be/hGVSaO1oxpg. (NARCAN® is absorbed through the mucous membranes of the nose, no breathing necessary.)
Purchase drug confirmation multi-drug test kits from an area pharmacy, such as QFC, Walgreens and Rite-Aid, which detect for opioids and fentanyl. Amazon also sells fentanyl drug tests.
Do not touch or handle any pills found in possession of their child. Consider the pill hazardous material. Mishandling of the pill could result in serious injury or death. Report the incident to the police department and inform 911 dispatchers of fentanyl concern, so responding officer/s and fire department personnel can take personal protection precautionary measures.
File an “Informational Report” pertaining to any drug trafficking to you police department. Parents can also file an anonymous tip with their police department.
Call 911, NO EXCEPTION and report any overdose incident in which a patient was provided with NARCAN®. Have the fire department respond, evaluate the patient, and to provide additional care and transport. After administering NARCAN®, the NARCAN® can wear off and the fentanyl or opioid will begin working again. Calling 911 is critical and must be done.
Keep in mind the potential for a civil suit for wrongful death or damages against any dealer/s and social media platforms.
Parents and children receive training on how to recognize the signs and symptoms of an overdose. This could be done by a simple Google search for signs and symptoms of fentanyl and opioid overdose. In one of the noted overdose cases, a much younger brother of the victim, observed his older brother in distress and notified his parents, which saved his life. Request an anti-harassment order against any dealer/s restricting them from having any contact with the child.
Share information regarding the above report and new intelligence with other parents.
Parents should consider contacting federal law enforcement agencies as well for assistance.

Parents should consider hiring extra uniformed officers at school events and activities. This could be coordinated with the school district. Contact the school resource officer for additional information.
In the event of an overdose resulting in death or not, parents should have the mindset the scene is a crime scene. Preserve evidence, such as cellphone, computer, contents of child’s pockets, identify witnesses/friends present, child’s room, car they drive, bathroom, clothing, coats, backpack, receipts, etc… Parents should read RCW 69.50.415: Controlled substances homicide—Penalty.

Confirm patrol officers in your jurisdiction carry NARCAN® and are dispatched to CPR and overdose call routed from the fire department in your jurisdiction. An addendum can be written for fire department and police department dispatch protocols. This could be included to defibrillator dispatch and response protocols.
Responded officers treat these calls as a narcotics investigation, write a report, and refer to RCW 69.50.415: Controlled substance homicide-Penalty. These are not aid calls. Officers should be familiar with RCW 69.50.415: Controlled substance homicide-Penalty cases and prosecutorial standards. The police department should have a policy for how to investigate these difficult cases.
10/22/19: Intravaia will be attending US Secret Service Threat Assessment Workshop – Individuals Exhibiting Concerning Behavior training: This training will describe how a comprehensive threat assessment program can help to prevent mass shootings, school shootings, workplace violence, and other forms of targeted violence that impact communities across the United States. Included is an overview of Secret Service methodologies for preventing assassinations, and a description of how this approach can be adapted to prevent other forms of targeted violence. All content is based on the operational research conducted by the Secret Service’s National Threat Assessment Center (NTAC), and will highlight the proactive approach of identifying, assessing, and managing individuals exhibiting concerning behavior.

08/23/19: We receive at a minimum 12 calls a month from women of high net worth requesting background investigations into these scams, before and after they have wired money to a men they have never met: US prosecutors charged 80 people — mostly Nigerians — in the widespread conspiracy that defrauded at least $6 million from businesses and vulnerable elderly women. Update 07/26/19: Covington student’s defamation case against Washington Post and others dismissed by a federal judge. Regardless, this will be won on appeal.
This is a fantastic and correct summary of this lawsuit, which has set the foundation of all future lawsuits against politically biased media, politicians, and actors for defamation. Due diligence, conducting thorough and complete investigations is paramount to prevent a suit, none of which was done. This complaint should be the main assignment in law school. Sandmann is going to win this case period and will be a deterrent for other identical incidents.

04/23/19: Active Shooter Incidents in the United States in 2018: The FBI has designated 27 shootings in 2018 as active shooter incidents. The FBI defines an active shooter as one or more individuals actively engaged in killing or attempting to kill people in a populated area.

02/04/19: The Washington State Legislature passed HB 1064. The Governor is expected to sign the bill on Monday, February 4. Once signed, the bill will immediately become law due to the emergency provision.
Here is a summary of what this amended version of I-940 does:
§ Fixed an unintended consequence of I-940 that would have decertified officers when, for example, they were on military leave;
§ Cleaned up language about first aid being a "paramount duty." This created an unintended possibility of requiring officers to prioritize providing first aid despite an ongoing public safety concern, such as an active shooter;
§ The new version has a simpler and clearer definition of the deadly force standard, and balances community concerns with the challenges of law enforcement’s duty to make split-second decisions;
§ Both I-940 and HB 1064 remove "malice" from the definition of use-of-deadly-force standard;
§ Both versions require independent investigations of deadly-force incidents, a significant change. The Criminal Justice Training Commission will hold rulemaking on the definition of what constitutes an independent investigation;
§ Clarifies notifications to tribal governments when an officer’s use of deadly force results in the death of a tribal member; and
§ Adds clarification of reimbursement of defense costs if officers are acquitted or found not guilty.
